We would like to use windows live messenger for our personel to communicate with each other. But we could not allow them to add contacts other than colleagues/domain users. is there somewhere an option available to get this done.

We do not offer that level of control over Live Messenger from an administrative point of view. The end user is the only one that controls who he/she connects to.
