I like my regular outlook better.  This web version seems to be a pretty shallow version.  Very disappointed.

You are correct. The web interface is not at full parity with Outlookm but it is far closer than in previous versions of Exchange. As for a send/receive button, or refresh button, I believe that it is coming back in the upcoming R4 update.

What is an R4 update?

R4 stands for "Release 4", which is how we internally refer to versions of the software running in the service.  We release new updates on approximately 9-12 month intervals.  R4 came out last fall and our next major update, which we call R5 in the hallways, will be out toward the end of this summer.

At any rate, there are two quick ways to tell whether your account is running R4 bits or not.  If the admins of your school didn't change the color scheme of the app, R4 has yellow scheme like the picture below.  R3 had blue banner:

The refresh button Roy was looking for is highlighted in the red box.

Another way to tell if you're on R4 is to click the arrow icon next to the help icon and select "About".  In the page that pops up there's a version number, e.g. 14.0.650.25.  If the version starts with 14.0.650 your mailbox is running the latest R4 update.
