What ports required for the ILM to connect from inside my organization to the Live@edu environement? Do we have any tools to test this connection before I go that path?

in our country we have all the education institutes behind a PROXY. Sometime ILM works and sometime not. Before I propose ILM as a tools for provisioning users, can we do any proactive check?

The ILM management agent for R2 (ELMA) makes web services calls using https on port 443..

The ILM management agent for R3 makes remote powershell calls using WinRM on port 443 also using SSL.

When ILM fails what is the error that is logged?

WinRM uses the WinHTTP stack and this, by default, is not configured to use your default system proxy. If you're able to telnet to ps.outlook.com on port 443 successfully then there is no issue, if not ensure you've followed the guide here http://help.outlook.com/en-us/140/cc875890.aspx to configure WinHTTP to use your local proxy server.
